Abstract
The seminar emerges from scrutiny of the review of special education - picking up the pieces (The Wylie Report) and the legal action and subsequent rulings known as the Daniels’ Case.

Since 1998 Stephen has been a staff attorney at Disability Rights California (formerly Protection and Advocacy Inc) where he is responsible for litigating disability rights in the areas of education, institutionalization, services, personal autonomy and criminal justice for children and adults. For a two year period before this appointment Stephen was responsible for managing and litigating disability rights cases, including class action and individual cases; provided technical assistance and legal information to attorneys throughout the country on disability laws in areas of employment, education, government programs and accommodations and litigation strategy for the Disability Rights Education and Defence Fund based in Berkeley.
Stephen has lectured at Berkeley Law (Boalt Hall) since 2000. His focus has been on skills courses such as Social Justice Skills and Practice Issues, Mental Health Law, Advocacy and Policy, Civil Rights Litigation. He also teaches Disability Rights Law at Stanford University Law School.
A significant element of his work has been the development and delivery of Para-legal training for parents as special education advocates. Stephen is the parent of a young man with significant disabilities. Whilst at the Faculty Stephen will be hosted as a Visiting Scholar at CRSTIE.
He will teach in DISABLTY 113G Making Disabilities, present to students and staff and collaborate on a comparative research project. Outside of the Faculty Stephen will be meeting other practitioners, academics and Ministry of Education staff. Stephen’s visit is part funded by the Parent and Family Resource Centre where he will conduct several seminars and workshops
